"Heterogeneous Classes"

The Ministry of Education guidelines dictate that all English classes -
up to and including at least part of the 7th grade - be heterogeneous. Do
any of you feel that we should be going hetero for upper grades, as
well?
Are the schools equipping us for teaching heterogeneously? It was a
really big issue in the 80's and 90's, but we don't really hear that much
about it any more.
What is your opinion about the subject?
